
Bonaventure Phillips Melah, CEO of First Green White Resources, author, and renowned journalist, has hailed the Nigerian Meteorological Agency (NiMET) under the leadership of Professor Charles Anosike, following the agency’s emergence among the top 10 performing Ministries, Departments, and Agencies (MDAs) in Nigeria on the 2025 Ethics and Integrity Compliance Scorecard (EICS) of the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
According to Melah, NiMET scored 82.65 per cent, ranking it among the top 10 out of 344 MDAs assessed nationwide. The agency also recorded 82.50 per cent on the Anti-Corruption and Transparency Unit (ACTU) Effectiveness Index (AEI), placing 11th out of 356 MDAs and earning a “Substantial Compliance” rating.
“NiMET is the first and only agency in the entire aviation sector to receive this category of ranking and recognition,” Melah said. “The ICPC letter, dated 29 December 2025, also awarded NiMET a ‘Very Effective’ status for its ACTU, affirming the strength of the agency’s compliance framework, governance mechanisms, and operational systems.”
Melah further highlighted that the ICPC’s evaluation was based on key pillars including management culture and structure, financial management systems, administrative processes, and the effectiveness of anti-corruption and transparency units.
“The ICPC commended NiMET for the structures and processes it has put in place to promote efficiency and integrity,” Melah said. “Management was encouraged to sustain the standards achieved to ensure consistency in ratings and continued improvement in service delivery.”
Melah also noted the response of NiMET’s Director-General:“Professor Charles Anosike welcomed the rating but described it as a challenge for him and the agency to do more. He reaffirmed NiMET’s commitment to transparency, accountability, and professionalism, pledging to continue strengthening institutional processes in line with national integrity standards.”
Reflecting on leadership in Africa, Melah cited the 1968 masterpiece The Beautiful Ones Are Not Yet Born by Ghanaian author Ayi Kwei Armah, which lamented the lack of committed, disciplined, and selfless leaders. He said that in contrast, Anosike exemplifies the type of transformative and ethical leadership the continent needs:

Melah highlighted several of Anosike’s achievements since assuming office in December 2023, including addressing institutional challenges, modernizing operations, motivating staff, and leveraging digital innovations and strategic partnerships to close critical gaps in NiMET’s service delivery.
“NiMET has witnessed a series of transformations ensuring Nigeria’s weather services are more accurate, reliable, and impactful than ever before. The agency now collaborates with global partners such as the World Meteorological Organization (WMO) and the Gates Foundation, supports the Sustainable Development Goals (SDGs), and provides critical climate and environmental data.”
Other milestones under Anosike’s leadership, according to Melah, include:
- Digitalization of operations, including an electronic flight folder (e-flight folder) for pilots and airlines.
- Upgrade of weather presentation infrastructure to 4K resolution, in partnership with technology leader Chyron.
- Launch of the Aeronautical Meteorology Bulletin and Seasonal Climate Prediction (SCP) products to enhance decision-making across aviation, agriculture, and other sectors.
- Deployment of electric vehicles (EVs) for airside operations across Nigeria’s five international airports.
- Strategic partnerships with local and international institutions, including universities, the Kingdom of Morocco, NITDA, and the NGX Investor Roundtable, to advance AI-based weather forecasting and climate resilience.
Melah also noted the recognition of Anosike’s leadership through multiple awards, including:
- Best Federal MDA in Open Data Excellence (Nigeria GovTech Public Service Awards 2025)
- Distinguished GovTech Trailblazer’s Award
- Aviation Sector CEO of the Year 2024
- African Public Sector Leadership Impact Award 2025
- Outstanding Mentorship Award (National Association of Nigerian Students, NANS)
“The emergence of NiMET among the top 10 MDAs on ICPC’s Ethics and Integrity Compliance Scorecard is a pleasant icing on the agency’s cake,” Melah said.
